GUERNSEY-MUSKINGUM ELECTRIC COOPERATIVE, INC. & CARROLL ELECTRIC COOPERATIVE, INC. are in search of a Shared Safety Consultant between two Cooperatives in the State of Ohio. Work will be performed at Guernsey-Muskingum Electric Cooperative, Inc. in New Concord, Ohio and Carroll Electric Cooperative, Inc. in Carrollton, Ohio. The drive time is 1 hour 20 minutes between the two Cooperatives. Under the direction of the general manager/CEO, the shared safety consultant develops and directs the risk management programs for the Cooperatives which would prevent or minimize injuries, illnesses, and health risks for employees. Plans safety, security and loss control measures that will protect the Cooperative’s physical plant, property, and personnel. Plans programs and training to educate employees on accident prevention, safety procedures, and loss control. Coordinates and participates in site inspection of line crews, field personnel, and office personnel to assure compliance with safe working procedures. Provides information to members and the general public concerning electrical safety and other safety matters, and environmental issues. Manages regulatory compliance with OSHA, DOT, EPA, and other agencies as necessary. Serves as facilitator of each Cooperative's safety committee. The Objective Achieve and maintain as near 100% compliance as possible with all federal, state, and local regulations that each cooperative is currently engaged in or will enter into. The Opportunity Work hand in hand with employees of each participating cooperative to handle the majority of the compliance work: Research and develop written policies and programs for all applicable federal, state, and local regulations to ensure compliance with current and future standards. Develop and present regulatory training specific to each cooperative. Prepare and maintain required reports, correspondence, and records pertaining to regulatory compliance. Review, interpret, and assist in the explanation of the potential and actual impact that a proposed regulation will have on the cooperative. Advise management on steps to prevent or mitigate environmental issues. Assist cooperative with monitoring and addressing issues involving workers compensation, worker injury reviews, conducting investigations, crew audits and ensuring reports are submitted to appropriate agencies. POSITION RESPONSIBILITIES AND AUTHORITIES A. Employee Training Participates in orientation training for all new employees in safety policies, procedures, and regulations. Sees that required safety training is completed. Instructs or schedules training programs for CPR, first aid, and all other required trainings to meet or exceed requirements by regulatory agencies. Serves as a mentor to linemen. B. Accident and Loss Prevention Coordinates site inspection of line crews, field personnel, and office personnel to assure compliance with safe working procedures. Inspects warehouses, offices, storage yards and substations to determine that they are maintained in a safe and orderly manner. When unsafe acts or conditions are observed, makes recommendations for prevention of future occurrences and provides follow-up and feedback. Monitors existing policies, programs, and procedures for adherence to safety requirements and makes recommendation for changes or additional training and equipment. Conducts the overall risk management program in such a manner that all employees are involved and motivated to adopt the attitudes and desires that enable personnel to want to work safely and efficiently, either as a group or independently. Suggests updates to the employee Safety Manuals and safety and compliance operating procedures. Ensures the building and grounds security systems are maintained. Sees that the Cooperative’s Emergency Action Plan and Disaster Recovery Plan are maintained. Stays informed of EPA and other agency rules and laws and sees that Cooperative procedures and records are up-to-date in regard to hazardous waste management. Prepares monthly safety activity and status report to be included in the monthly report to the general manager/CEO and the Board of Directors. Serves as facilitator of the employee Safety Committee. C. Inspections Develops and administers inspection program for personal protective equipment, tools, rubber goods, grounds, hot sticks, and truck booms and assures that they are tested at intervals to meet or exceed those required by regulatory agencies, and that any required repairs or replacements are completed. Assures that truck inspections are in compliance with DOT regulations and maintains inspection records. Conducts crew observation visits. Develops and administers other inspection programs as required by other regulatory agencies. D. Public and Employee Safety Assists in the development and presentation, in coordination with the member services department, member and public safety programs. May coordinate with the member services department in preparing and presenting safety programs to area schools and youth groups. Sees that the Cooperative is represented on area emergency management task forces, safety councils, and other community safety activities. Inspects the maintenance of Safety Data Sheets (SDS) and related documents and maintains current list of chemical inventory for compliance with State and Federal regulations. E. Accident and Occurrence Investigations and Reports Plans for and participates in investigations of employee accidents and near miss incidents. Assists supervisors in assuring appropriate accident forms are completed and filed with appropriate agencies. Keeps the management staff informed when more serious occurrences happen. In coordination with the operations manager, plans for and participates in investigation of all accidents related to the utility system and prepares appropriate accident reports. Organizes the investigations of suspected theft and vandalism of Cooperative property. Assures that necessary action is taken based on the investigations. May assist in coordination with Human Resources and with employee supervisors on follow up, including temporary duty procedures for employees. F. Office Services Coordinates Rural Electric Safety Achievement Program (RESAP) application and observation. Develops programs and procedures to meet RESAP requirements when determined advantageous to the enhancement of the Cooperative’s safety program. Keeps informed about safety, compliance and security trends and ideas. Performs other duties as assigned. ABILITIES AND SKILLS: Must be able to manage and direct all areas of the Cooperative’s safety and compliance program. The ability to speak effectively before groups is required. Reading, writing, and record keeping skills are required. Some proficiency with the Microsoft Office software package desired. Must be skilled in counseling with management and supervisory employees and in dealing with people under adverse conditions. Must be able to consistently and fairly enforce the safety rules of the Cooperatives with no favoritism or prejudice shown towards any person at any level of the organizations. Must be able to become certified as an instructor in first-aid, CPR, and possess the skills necessary to effectively provide courses on these subjects. Must be willing to participate in additional self-training and education as required. The ability to keep priorities in perspective is required. EDUCATION: High school diploma or equivalent is required. An associates or bachelors degree with course work in occupational safety and health is beneficial. Training in advanced electricity, writing, composition and public speaking desirable. Loss Control and Safety Training Certification by the National Safety Council, or related certification beneficial. Experience in on-the-job industrial safety/compliance may be substituted for some formal education. EXPERIENCE: Must have 5 years of progressively responsible experience relating to industrial safety/compliance, or diversified experience as a journeyman lineman in the electrical utility industry. Experience at the management level will be given consideration. JOB KNOWLEDGE: Must have completed, or be willing to complete within three years, NRECA’s Safety and Loss Control Internship Program. Must have completed or be willing to complete within one year the OSHA 30-hour training. Must develop a working knowledge of OSHA regulations, the National Electric Safety Code, the RUS construction standards, and the rules contained in the Cooperatives Safety Manuals. Must become familiar with the Department of Transportation Federal Motor Carrier Safety regulations and become familiar with the standards relating to hazardous chemicals and environmental protection. Training in Industrial Hygiene and Ergonomics is beneficial. Should possess knowledge of line construction, maintenance, and service functions associated with electric Cooperatives. PHYSICAL ABILITIES: Must maintain a valid Ohio driver’s license and good driving record. Must be able to perform the essential functions of the position. Position will require ability to walk hilly and uneven terrain and to lift and carry equipment carry up to 50 pounds. WORKING CONDITIONS: Work will be performed between office duties and field visits. This will include driving between Carrollton, Ohio and New Concord, Ohio. The drive time is 1 hour 20 minutes between the two Cooperatives. Also travel to meetings outside of the Cooperative’s area. Job requires exposure to adverse weather conditions at times. Requires some irregular working hours. Subject to call at any time. REPORTING RELATIONSHIPS A. Reports to: General Manager/CEO III. RELATIONSHIPS A. Internal General Manager/CEO: To seek approvals, to seek and provide advice, and to report on end results of activities. Management Staff: Works with staff to provide appropriate safety training for all employees. Notifies management staff and supervisors when safety violations or security problems are observed so that corrective action can be taken. Operations Manager: Coordinates training and inspection schedules. Confers with on safety issues related to the operations department. Coordinates for public safety programs. Human Resources Manager: To confer with and consult on matters pertaining to departmental training programs, corporate policy interpretation, and departmental work planning. Controller: Communicates with controller for submission of accident reports to liability and property insurance carriers. B. External Members and Public Maintains contact with emergency services coordinators and law enforcement personnel throughout the service area. Maintains contacts with other safety personnel in other cooperatives, utilities, and industries in order to share information and ideas. Works with staff from Ohio’s Electric Cooperatives safety department to exchange ideas and develop safety program.
